GUIDELINE NO. 36 - RENTAL PROPERTIES, BOARDERS AND SHARED LIVING

Howard County requires the licensing of any rental unit and an inspection of the premises. All rental units must be reported to the County. Property Owners are held responsible for the property's covenant compliance and disclosure of requirements to tenants.

The following circumstances shall not be viewed as a home business for purposes of these Guidelines:

1. The boarding or rental of a portion of a single family (detached or attached) or multi-family residence with the owner in residence, or

2. The boarding or rental of an entire single family (detached or attached) or multifamily residence to one boarder or renter with the owner not in residence.

The following shall be viewed as a home business subject to these Guidelines:

1. The boarding or rental of more than one portion of a single family (detached or attached) or multi-family residence to unrelated persons; or

2. Where an owner has an interest in more than one single family (detached or attached) or multifamily residence in the Village of River Hill, the boarding or rental of more than one such residence; or

3. The boarding or rental of an entire single family (detached or attached) residence to more than one boarder or renter with the owner not in residence.

Vehicle parking is a prime concern, especially in multi-family, high-density areas. Howard County requires approximately two spaces per unit and residents with vehicles exceeding allotted spaces should use overflow areas.
